when it comes to preamps and converters does it make a difference if your in a commercial area or residenential area? i herd that residential areas may lack power or may decrease the quality of the sound produced by preamps. and commercial areas run on higher currents that help studio equipement run at its best. is that true?

Yes, it can make a difference.
Fluctuating Voltage makes Guitar Amps and Tube Mics change tone. It can also cause weird technical glitches to occur.

The Voltage in my studio happens to be fairly stable and correct but I do have a Variac (do a Google search) that I use for my GTR Amps.

so in other word the Variac can monitor it and increase the quality of ur power line for the studio? i may have to get one. which would u recomment

Check HERE

Tube Mics and GTR amps don't pull very many amps.
A 10 Amp will power lots of gear.

You have to be VERY CAREFUL that someone doesn't turn the Voltage Up too high and fry your gear.

I can also recommend Furman PF pro--12amps, noise conditioning, surge protection, 45 amps current reserve and helps bring the poor power factor found on typical urban power grids (residential or commercial) closer to unity for a couple hudro (check Full Compass). I like the little guys.

Another option is just buying a ups for your system. Gives you a consistant voltage output and also backup for those glitches in the middle of a session. I have most of my equipment on a nice sized ups unit. It keeps things very quiet also.

i have a ups preety good but i didnt think that works for maintaining low level i thought that was just for power outages and cases of that sort.
