I recorded 2 tracks cubases se , i deleated them buy mistake retreve them back from the recycle bin in the computor and now 1 track run,s slower than the other ?

Does one track actually run slower than the other, or do they remain 'off' by the same amount the whole time? Many 'digital audio sequencer' apps record a bit of 'pre roll' at the start of an audio file, which you normally don't see/hear in the 'arrangement', but which is part of the audio file (so if you want to be able to import audio files into another app or project it's often better to export each 'track' with specific start and end times).
If they're really running at two different 'tape speeds', I'd check to see if the two files were (or were interpreted as being) at two different sample rates. Perhaps they were originally recorded at the same sample rate, but something went haywire during importing and one of the two audio files got 'sample rate converted' on import, throwing off the timing? Many modern DAW apps also have some sort of time stretching/tempo remapping 'feature' which you may want to make sure isn't accidentally turned on on one track and not the other... .......................................
