The simplest of web forms can be done purely through html - check this link for info.
If you're going beyond this then you'll need real programming experience. The basics of PHP, Java or ASP.net isn't that difficult, but if it's all new to you, better find someone who can help you out.
If what Zygon says is what you mean you can use a lot of different software so you don't have to learn html coding, even Microsoft Word can do that. If you need java script to check the form or php script to process the form that's a different story. So why don't you let us know what exactly you need?
